CR ROBERT BURNS CAMPBELL, chairman of the City Council public works committee, who died suddenly yesterday (see Page 1), was mainly responsible for the Council's decision to construct the Degraves street subway. Cr Solly, Lord Mayor, said last night: "We have lost one of our most hard-working and able men. He was selfless in his service to the city."
Cr Campbell was educated at Melbourne Grammar School, and studied dentistry at Melbourne University. He was for many years an honorary on the dental staff of the Royal Melbourne Hospital.
He was elected member for Gipps Ward in 1944, and was re-elected last year. He was council representative on the Municipal Association of Victoria and the advisory council of the Emily Mc-pherson College of Domestic Economy.
He is survived by his wife and three daughters. The funeral will take
place at Spring Vale Crematorium on Tuesday afternoon after a service beginning at 1.45 pm, at Sleight's, St Kilda rd.
Cr. Campbell's death is almost certain to cause an extraordinary by-election in Gipps Ward.
City Council officers Cr. Campbell said last night that as his death took place two months and one day before the annual election of councillors, it would probably mean a by-election would be held before the elections on August 26.

Sudden Death of Councillor R.B. Campbell
Councillor R. B. Campbell, chairman of the Public Works committee
of the City Council, died suddenly in Epworth Hospital late yesterday afternoon.
He was admitted 12 days ago with a heart complaint,
but was progressing favorably and expected to be
home early next week.
Two of his council colleagues, Councillors J. W. Ferguson and W. A.
Comeadow. were joking with him and left him less than half an hour before he died.
One of his last actions was to sign a nomination paper for Cr. Comeadow,
who retires In August. Cr. Campbell, who was 65, was educated at Melbourne Grammar School, where he was a prefect and leading cricketer and tennis player.
City Practice
He graduated In dentistry at the University of Melbourne and for many years practised in Collins Street.
He served with a dental unit in the first world war.
Cr. Campbell had extensive business, property and mining interests, Including that of managing director of Edward Campbell & Sons Pty. Ltd., steel merchants.
He had been a member of the City council for 10 years and was likely to have been Lord Mayor for 1954-55.
He leaves a wife, a married daughter (Mrs. A. Pittard) and two unmarried
daughters.
The Lord Mayor (Cr. R. H. Solly) said that he, with Cr. Campbell's many other friends, was shocked to hear of the sudden death of Cr. Campbell.
Few men had given better service to the city. He never spared himself to see through to the end a job which he began for the council.
He was always alert and his personal contact with all who shared the responsibility of council work was a habit that gained him wide
spread respect. Their deepest sympathy went to his family.
The funeral will leave for Spring Vale crematorium after a service at Sleight's at 1.45 p.m. on Tuesday.
